These internal rules at the GOO were drawn up to ensure safety, quality of life, and manageability at the municipal reception centre.
Legal framework of the internal rules The Regulations for the Reception of Displaced Persons in Ukraine (RooO) establish the legal framework for a safe and liveable living environment, both in terms of rights and obligations. For this reason, the RooO states that displaced persons from Ukraine are obliged to:
A. Respect the internal rules; B. Follow instructions from staff; C. Clean the living space and its surroundings; D. Grant access to the living space if reasonable suspicion arises that the displaced person is violating the internal rules, or if this access is reasonably necessary for management purposes.
In addition, Article 1 of the Netherlands Constitution is an important starting point for these internal rules. It states that discrimination based on religion, belief, political preference, race, gender, sexual orientation, or any other basis is prohibited. The general rule is that the laws and regulations of Dutch society are complied with during a stay in the municipal reception centre.
The internal rules also apply to visitors, where the resident receiving them is responsible and liable for their conduct.
Measures if the internal rules are broken: Anyone who breaks these rules can have a sanction imposed on them by Flexrooms staff acting on behalf of the Mayor of the municipality of Beek.
